How to build up text effect:
1. First we take a page size is 300*200 px.and background color is black. Then we write ICT from any font or any size but big size is more preferable.
2. Next we we take Blur--Gaussian Blur and click ok for rasterize the layer.
3. Our result will be this and deselect it. Now press Ctrl+E for Merge Down and go to filter--Stylize--Solarize.
4. Again go to filter--Stylize--Wind and Click Ok
5. Then follow the below list.
6. Now press Ctrl+F
7. Same work more 3 times and result will be.
8. Then go to filter--Stylize--Glowing Edges, see bellow the setting.
